You mention restarting the phone. Have you tried restarting the fitbit using this procedure:
Best AnswerJust updating the thread. Tracker is found and working fine with the app now. I think it was due to a low battery. Not long after I had the issue with the app not finding the tracker, the tracker went dead. It was a few hours later, it recorded 1400 steps then ran out of battery power. Its charged up, and working fine now... (incidentally I think that whole going dead and recharging think reset the tracker). Thanks for the reply and help.
