I have tried all tips in postings 3 times plus downloaded user guide.The only live communication received from device is a running www.fitbit.com/setup - no time, no fb icon, etc. as detailed in instructions. Could tracker be defective? Very frustrated and on verge on returning.

Hello @Pinklady54, my apologies for the late response, I saw in your last post the issue persists and thank you for letting me know the steps suggested did not fix the issue.
How it goes so far, is the issue still persisting? If it does, are you able to try the set up process with a computer as an alternative? The process is similar but your computer need to support native Bluetooth. This article will provide you more details if you are able to try this: How do I set up my Fitbit device?

Hi @Pinklady54, nice to see you have joined the Fitbit Community! I'm wondering which version of Android OS is running your Samsung Galaxy S4?
My mom got a similar issue since the OS was not longer updated by manufacturer to the most recent version of Android on her phone. So the Fitbit app version due to this was outdated. The most recent version was not supported, so it started to fail or not was syncing.
When you installed the Fitbit app, by any chance do you see a message that the most recent version supported by your phone will be installed?
If this is not your case, I would like to recommend to follow these steps here.
