Unable to setup Inspire HR with Samsung Galaxy S7.

I cant connect my fitbit Inspire HR to the bluetooth on my Samsung Galaxy S7. When I turn on the bluetooth on my phone, the Inspire HR pops up. But it wont pair to my phone! I've tried again, and again and again over the past 4 days! Each time it says "Couldn't pair with inspire HR. Check your Inspire HR settings and try again" I've read several pages from various sites, and several post on here. And I'm doing exactly what they said and it still doesn't work!! 

Can someone please help me, and tell me what to do, or what I'm doing wrong???!! My phone system is up to date, and the app is updated. 

I did have it connected to my phone last year, but I stopped using it for 4+ months. And it got disconnected. The batter is full, and I want to use it again. But I need it connected to my phone.

I was able to make it work by doing the following.
1) turned off bluetooth and location
2) powered off phone wait a few
3) powered on phone
4) tapped on fitbit so it was lit up
5) turned on phone location
6) turned bluetooth on phone
Magically, it paired short of standing on one foot while rubbing my head
with one hand and the other on my heart

This morning to sync it, without powering in and off the phone, I had to
follow the same sequence so the devices would sync to transfer the sleep
data.

It's a bit of a pain, but at least there's a solution. I hope this works
for you!

If you haven't already done so, I recommend you to check all the information that's specified on: How do I set up my Fitbit device? to check if all the requirements are correctly configured to setup your device. Then, you can move forward to the troubleshooting steps that are specified on: Why can't I set up my Fitbit device? and let me know how it goes.

I've read all of the instructions in both links which you provided but none of them explain why the galaxy S7 is not connecting to the Inspire HR. Any advice would be appreciated, this is my first Fitbit, I'm excited.

I'm having the exact same problem with my Samsung Galaxy S10+. My phone sees the Inspire HR in Bluetooth but it won't pair.
