Bought charge 3 se 7 days ago and my notifications work for so long then they won't show,I keep getting the error message saying a phone re-start is required, even after that it might take another 4 attempts to get them to work again, please help!

I appreciate the details that were shared in your post and your effort troubleshooting this situation prior to posting. To better assist you with this, can you please let me know which mobile device you're currently using? Also, when was the first time you experienced this?
If you haven't already done so, I recommend you to check: How do I get notifications from my phone on my Fitbit device? to see that all the necessary requirements to receive notifications on your new Charge 3 are correctly configured. After verifying this, please try the troubleshooting steps that are specified on: My Fitbit device isn't receiving notifications from my phone and let me know how it goes.
