Last 6 weeks unable to sync on my android phone, Bluetooth says app needed to run. I have removed the app restarted phone, reloaded app numerous times. Only way it will sync is if I restart my phone. HELP

I understand how frustrating this has been for you, and thanks for letting me know the steps that you've tried prior to posting. Because it's been a while since you posted, may I know if your Charge 6 is syncing correctly? If not, even though you've tried some steps, I'd recommend exhausting the rest of the troubleshooting described in this help article. Then, monitor your tracker's behavior in the next few days to see how it goes.
