I have already done all the steps to synchronize the watch with my samsung s8 + phone, it just does not work, it only appears on the watch www.fitbit.com/setup.

HI there @suryagrein, nice to see you have joined the Fitbit Community! If you are seeing on your tracker the message: www.fitbit.com/setup it means is require to pair the tracker to your Dashboard before you are able to sync.
I saw in your Community profile you have a Charge 2 paired, so I would like to confirm if the issue persists? Were you able to paired your tracker?
