I have a Charge 2 which does not have GPS. I do not use any location features in the Fitbit Android app. In fact, I am completely unaware of and uninterested in what geolocation features are available in the Fitbit Android app.
If I turn off my phones GPS, then the Fitbit app won't open.
This is a potential privacy issue, an unnecessary drain on my battery, and an interface flaw.
I should be able to use the Fitbit app regardless of my phone's GPS setting, and it should only be required for those who use Fitbit location features (whatever those are).

The need for location services to be switched on is a requirement that Google introduced with android 6 for any application wanting to sync over bluetooth. There's more information about this here: https://help.fitbit.com/articles/en_US/Help_article/2134/
