Why does the new app want location *all* the time?

My fitibit was flat, so I need to change time etc, basically I need to synch with the app. But I can no longer choose to have the app access my location only when it is being used. Why on earth does it need it all the time?
Please change that back! I need to now turn it on, synch my fitbit, then turn it off again =/  Shouldn't be needing it AT ALL when I am not using the app!

Thanks, but that doesn't actually answer my question as far as I can see?

Why does it need it all the time? Why can I not just choose allow access when using the app, as I used to be able to do?
