I don't understand why my Fitbit won't sync without an internet connection. The last time I went backpacking I brought a small battery pack to keep things charged, but I noticed that even though my Bluetooth was on my Fitbit wouldn't sync with my phone. The Fitbit app could easily store the data to wync with the cloud once it has a connection.

@HookerOnTheRunSad but true.. As you are probably aware your Fitbit holds 7 days of hourly data and another 23 days of daily data. It then drops off the oldest day.. As long as you keep the charge up on the Fitbit..

Yes, but why is this? Your phone, essentially, has unlimited storage in comparison to the Fitbit. There is absolutely zero reason that the Fitbit cannot sync the data over to the phone to be uploaded to the cloud later, other than extremely lazy programming.

I think it's because fitbits can be used on multiple devices.
By syncing data to the fitbit servers in the cloud the latest information is always available no matter where you access it from.
So, if you sync from your phone you would be able to use a different phone, tablet, or use the web interface and you'll see the latest info. It also keeps any challenges up to date with your latest data.
Your fitbit will also automatically sync if it comes within range of a computer running fitbit connect and I'd imagine things might get very confusing if it later tried to reconcile the data from a phone sync that happened earlier but didn't have web access.
It might just be lazy programming but it might also be a design choice that aims for clear and consistent data. Whichever way they do it, it won't be ideal for some.
