Let me ask you something, are you trying to set it up or sync your Flex using your BLU Vivo 4.8 HD? because if that is the case, then I have to tell you that that device is not on our list of compatible devices. However, I suggest you to try to set it up your tracker by using a computer and see if the issue is only with the device or with the tracker itself.
