heart rate in app without internet

I absolutely don't understand, wy it's not possible (android & ios) to sync the heart rate from tracker to the app (Blaze & Charge 2) with Bluetooth connection  If I am on a stepper, equlipse ore running (and look to the smartphone to check heart rate  I always must look to the tracker to check the heart rate !!

At least with Android and Charge 2, heart rate should show on phone.  It does it through notifications so make sure text and/or phone notifications are on.  Sometimes for me just going to the notifications screen starts the heart rate showing even if I didn't have to change anything, though I must admit sometimes I do lose it again after I do get it started.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
