I setup and installed my fitbit charge 3 for the first time yesterday (3 July 2019) and everything worked perfectly, including notifications. A few hours later the notifications stopped working and I received the error message "Notification service not running. A phone restart is required to re-enable notifications on your tracker." on my app.
I have tried restarting my phone, rebooting my fitbit, re-syncing etc. many times but nothing has made the error message go away, or notifications to work.
I have also gone through the common thread mentioned on other problem topics similar to this (https://help.fitbit.com/articles/en_US/Help_article/1610/?q=Notifications&l=en_US&fs=Search&pn=1#tro...)
Fitbit: Charge 3
Firmware version: 28.20001.60.39
Phone: Huawei P8 lite (2017)
Application version: 2.95
(I realise this phone is not listed as an officially tested supported device, but it meets the minimum specs and everything was working perfectly for the first while.)

Thanks for letting us know that the situation has continued even after going through all of those steps.
After extensive testing, we have determined that your device is not compatible with Fitbit products. To find more information about incompatible devices, see http://help.fitbit.com/articles/en_US/Help_article/2315/.
As you mentioned, the phone does meet the minimum requirements but through testing we have found out that Bluetooth on the phone is not compatible with Fitbit.
