Hello @532 and welcome to the Help forums. I have some bad news for you. If you have an iPhone 5, you cannot download the Fitbit app or sync your Blaze. The Fitbit app requires iOS 12.2 or higher. The oldest iPhone that supports the app is an iPhone 5s.

If the original poster has another Apple mobile device running iOS 12 or newer, then they ought to be able to use it to install the latest version of the Fitbit app on that device. (The least expensive option to try at this point would be a second-hand iPod touch 6th generation.)
After doing that, any other devices running older versions of iOS, and logged in to the same Apple ID account, will be provided access the final version of the Fitbit app which was compatible with that version of iOS. It will be listed in the "Purchased History" section of the App Store. (For an iPhone 5, that would be version 2.95 released some time in 2019.)
About the specific error message: If you live in the UK, then make sure your Apple account is registered with the UK version of Apple's account services. If you had previously accidentally registered your Apple account for the USA, then you may need to submit a change of address, and you may also be required to provide evidence of a credit card issued by a UK bank in order to complete the process. (Your credit card wouldn't actually be charged anything unless you actually make a purchase; Apple just uses the secure information supplied by the financial institution to confirm your address.)
