I've noticed that my Blaze does not always count all of my steps. I have a desk job and when I get up to walk about I watch my Blaze to check that the steps are going up, but it seems to "lock" (stay fixed on a number of steps) and the steps go uncounted. Once I walked about for about 2 minutes before the steps started going up! It doesn't do this all the time, but I'd say it only counts about 60-80% of my steps. However, when I go on longer walks I think it is more accurate. Are steps based on you swinging your arms? because this is not always possible, especially when carrying something?!

Swinging, No. they need to be free to move up and down in response to your steps, however. If you’re carrying something and trying to hold it steady then your wrist will most likely be insulated from your feet in trying to steady whatever you’re holding such that nothing will be counted.
