An iPod doesn't have GPS as far as I know, I thought that came with the mobile phone chipset stuff.
Regardless, you can sync it with any device that is a) supported by Fitbit and b) has the software installed. You just need to remember that it can only sync with one at a time so you'll need to be turning Bluetooth off on the other one to avoid any confusion.

I read that the iPad does have a GPS that is integrated into the cellular radio, and relies on cell tower pinging to augument the possition.
My first thought would be to ask, if the GPS in the Fitbits App tracking mode works on the iPad? If it does, then it might work with the Blaze.
The Surge gaving its own GPS does not depend on any external device fot its location.
Your noticing that with one sync boyh devices see your steps, this is correct because a sunc does not sync to, but syncs through your device to the Fitbit server. Now that the data is on the server, all your devices have access to it.
Your phone or iPad is beeing used as a doorway to the server while syncing, no data is ever stored on your device.
