Hey @Whitneypollan84. Welcome to the Fitbit Community!
I know you've tried some things already but please try to do some of them again in the following order:
1. Restart your tracker by pressing the left and lower right buttons for about 10-15 seconds. Your tracker will turn off and come back on. That's how you'll know it restarted.
2. Log out of your app and reboot your phone. This means, completely turn it off and then turn it back on.
3. Once it's back on, go to your bluetooth settings on your phone and "forget" the Blaze.
4. Log in to your Fitbit account with your email address and password. Since you've already unpaired your tracker, go to the account section and tap where it says "Set up a new device".
5. Follow the instructions for setting up your Blaze. Your phone should recognize it and the process should go through without any problem.

This is getting to be a huge problem for me too. First it wouldn't sync with my phone regularly (sometimes it would, but not reliable).
I was syncing to my laptop, but now the app says my laptop bluetooth is off (it isn't).
Starting to wish I'd held out for the Garmin.

The app saying that tour BT on the computer is off is more likely a problem with the BT drivers and nit Fitbit. Try unplugging the dongle,wait 15 seconds then plug in. 10 seconds in theory is enough, if things are working chiefly, wait for the beeps that are responding to the unplugging amd plugging in of the dongle.
If this doesn't work, turn off the computer, a simple restart will not unlock the hardware.
