Cannot setup

So i bought my boyfriend a new Blaze for his birthday and went after he opened it its not setting up. it goes to the we found your tracker and then gets an error on the computer (it cannot establish a connection) or just does nothing on the phone. i have restarted it numerous times. all my apps are up to date. any ideas or am i taking it back to get it exhanged tomorow?
