Counting steps without data

Off to Europe, always have iPhone on airplane mode and no data. Only

use for camera and wifi in hotel. Will a Fitbit count steps, its asking ‘Use phone GPS yes/no?’ Don’t know the answer.

It will always count steps.  GPS would only be needed to measure distance, though without GPS will still calculate approximate distance walked as number of steps times stride length.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
