Hello,
Silly question. I currently walk in place now while watching TV at night. I was thinking about buying an XBOX One s. With that said, do you think that it will count my steps while I play Xbox walking in Place?

When holding the controller there's no arm movement as when walking normally, it could pickup a few steps, but likely not all.
There also needs to be a certain treshold for a step to be counted as step.

What if I put my FITBIT on my ankle. I have read where this will get it to then count the steps while holding something.

The tracker may count steps while wearing on the ankle though its designed to be worn on the wrist.
While it can pick up steps, needing to disable heart rate on the tracker first before wearing on the ankle, as otherwise giving false heart rate readings.
* When wearing on the wrist (while playing), not all steps can be picked up though heart rate still taken into account for doing any movements.
* When wearing on the ankle, trade off is heart rate needs to be disabled to prevent false heart rate readings.
In case something happens with the tracker while wearing on the ankle, warranty can be voided and not count anymore.
What can work is considering getting a Fitbit Zip, as it can be worn in the pocket, on your shirt.. anywhere it fits securely.
When setting up the tracker to the account, possible to use in conjunction with other fitbit trackers.
