This is the second Fitbit that I had that did not last a year.  Is the equipment supposed to have such a short life and I just have to buy another? Can it ever be repaired? I know other people who are on their 4th watch.  Where can I send it for repair or replacement?

See this thread for charging best practices. If you are not charging it correctly you could be damaging the battery. This is what could be going on with you. Only saying as you have had 2 in a year.. I charge mine on a computer and they are going on 3 years
