My heart rate is not recorded on auto, and even when it is “on” it records sparingly, then doesn’t export to the app. The green lights are flashing and I have reset the Fitbit several times.

Welcome to the Forums @JaneSue, thanks for troubleshooting this by yourself and @WendyB for stopping by.
I would like to know if you followed our friend's recommendation and contacted our support team, have they offer you a solution for the heart rate issue you are experiencing?
Hope to hear from you soon.

Unfortunatly I was not offered a solution as the warrentity had expired. This was very frusterating, as I do not want to purchase a new fitbit when I did absoluty nothing to break the one I have and it was completly a product error.

By "does not record" do you mean there is no data or that the HR is not realistic?
Does the graph show a discontinuous line?
