My fitbit blaze is recording steps at the top in number form but does not update/track hourly goal. Also in one of the community group step challenges my steps are not being updated. It has done it in a second group challenge though. I have tried resetting the bluetooth and my step count for the inaccurate group challenge went from 24 for 48 hours to 0 !!

I'm sorry to hear that your hourly goal and your challenges are not updating with your steps. Thanks for trying to restart the Bluetooth. I'd like to help you out!
Since you've already tried to restart the Bluetooth, I can recommend two things. Restarting your tracker and probably setting it up as a new device.
To restart your tracker, you can easily do this by pressing the left and lower right buttons for 10-12 seconds. This will make your tracker to reboot.
Next, to set it up as a new device, go to the Account section at the top right corner on the Fitbit app and select the option that says "Set up a new device". Follow the on-screen instructions and once you're done, your tracker should be syncing without a problem.
