How do I know if it is charging

I have plugged mine in and the battery shows up for a few seconds. When it goes off I just have a blank screen. Every now and again the dots come up and says set up. Is it charging?

Once it is set up this becomes more obvious on the display but for now if you open and close the clamshell charger it will display the battery again. This means it is charging ok

Welcome to the Community @Diane01. At the moment of putting the tracker to charge you will be able to see a big battery icon that indicates that it is charging but once it turn off, you can tap the tracker and will be able to see that a small battery icon in the upper left corner is indicating that it is charging. You can see the attached image.
