I’m trying to restart after using the shutdown button on the device, under settings. I thought that might sync the time to my phone. Time has been 1 hour behind. Also, I want to change clock face. I did that on app but it didn’t show up on device.

@Sguthrie880 Holding in any button for a few seconds will turn the Blaze on, or put it on its powered up charger.
You will then need to do a sync to set the time, turning the Blaze off does upset the clock.
After changing the clock face the tracker needs to sync, stirring the sync the new clock face is installed.

Hold in the left button until the display turns on.
But since you say that the sensors are on, I suggest holding in both the left and lower right buttons.
