Inaccurate distance and steps

I recently received a replacement Blaze due to the fact the steps were off by 10 every 100 steps (test help desk suggested). Using my iPhone gps the difference in mileage was off on the blaze by as much as 1/4 mile. My replacement blaze still does not match gps. I am 5'10" and have stride length set at 29.1.  What am I doing wrong?

They will never match. They are two different technologies.

I did set my stride to 29.1. When I say gps on iPhone I used the track
fitness on the Fitbit app. Will it still be off?

If I go for a run with my phone, my distance is more accurate than if I do a run without my phone by about 1/4 mile per mile. Even on a treadmill, the treadmill measures 4 miles, my fitbit says 3 1/4  Or less.  I'm not sure why
