I have a Fitbit Blaze and when I use "workout mode", it doesn't add my steps. Example - today I used the stair master machine and completed 500 steps, however these steps weren't added to my daily steps. I have tried to add a workout manually, however none of these give me the option to enter steps. Is there a way this can be done?

I see that even on the watch the workout mode doesn't record steps @SunsetRunner.
Why not use the Stair Climbing mode that can be added to the tracker?
From the dashboard. Tap the blaze icon. Tap exercise shortcuts. Tap the plus sign.

It's great to see you around @SunsetRunner and @Rich_Laue thanks for stopping by.
Have you tried to register your exercise with SmartTrack? If you haven't, I recommend trying this feature. You just need to be wearing your tracker while exercising and it will record your information automatically.
Let me know how it goes.

It's great to have you here @SunsetRunner! Since, you want to manually log steps; the only way to do this is by logging walking or running, those are the only activities that will give you steps. Based in what you mentioned you're not doing this type of activities instead you're in the stair machine. You can learn more about it by checking How do I manually log an activity or exercise?.
Currently, this type of activity won't actually show you steps done, because it's not a step based activity. However, any steps that will be counted will be in your daily count not really in the activity detail summary but in the whole step data is going to be shown.
Hope this clarifies any doubt!
