My blaze no longer sending me phone call notifications is one of several issues I am having with the device, in trying to follow the steps to troubleshoot I see that I have no option to enable phone or text message notifications, I'm sure I must have had the option at some point because I was using the feature.  Any ideas?

Without knowing what phone your having issues with it is hard to say .

I assume that the tracker is not in it's DND mode. 

Have you checked permissions I'm the phones OS settings and the app .

How do I get notifications from my phone on my Fitbit device?
