I have read many posts here complaining that the vibration is difficult to detect. I am fortuate that my Blaze is moderately acceptable. Not great vibration but not as weak as many describe.
I have a nephew who has the Samsung Gear 2. He is in college and is an athelete. He loves his Gear 2 overall except the step tracking. He has complained that it doesn't seem that accurate on his. He told me last night that he has to take around 11 setps before it register steps. This could just be an issue with his, however.
I am in agreement with you that the vibration sequence on teh Blaze could be changed to improve this feature. I am not sure if firmware could change how hard it vibrates. I hope this is not the case and a future firmware update may enhance this.

I've alkali read posts where the vibration is so strong it scares then in the morning. As for me, it will need to be 60db for at least 20 seconds before my body will register that I'm to wake up. During the day I have no problems feeling it.
