I would say this is because of the way the Blaze is designed. It's desinged to be worn on your wrist and not in your pocket. Fitbit has two trackers, the Fitbit One and the Fitbit Zip which are meant to be used clipped on your clothes or can be used in your pockets. The other wrist based trackes work with different algorithms because of the way they are used, including the Blaze so I would say that's the reason why your step count is not as accurate as when used on your wrist.
