Unresponsive, won't work

I've tried restarting it. It has done nothing to help. When I turn it on, I have a black background with blue lines, and dots. It was on the charger overnight, did not charge to my knowledge. It has not been by water, or any liquid. When I go through my app, and try to sync it, it says device is not found. It started this today (7/8/19), but I noticed it wouldn't turn on Sunday (7/7/19).
