I have a HTC m8 running Windows 8.1 update 2. I am pondering about getting the blaze tracker put am worried that the GPS won't work with it.

It's great to have you here @Masterchefkris! I was checking the list of supported devices and the HTC One M8 is a supported device. You can learn more about Connected GPS Information Post. 

 

Additionally, you may want to check the Blaze Product Manual and get to know all the features you'll get with your tracker.

There are two versions of this phone, android and a windows version.

Currently notifacations is not supported on windows phones, and the GPS uses the notifacations channel, therefore GPS is slso not supported.
