I have a fitbit Blaze. I had another Blaze but gave it away. I have a new one and need to register it. My Blaze is now dead and it won't charge. How do I get it charged and get it setup?

This online doc on charging will help with answering the chattering part.
As for setting up, this is no different then setting up your first Blaze. @WendyB posted a link above with this document.
Both are explained in your user manual.
