I recently switched from a charge 3 to a charge 5. With the charge 3 120 beats per minute registered as cardio, with the 5 I have to have at least 130 beats per minute to achieve cardio

When you changed to the Charge 5 you switched from Active Minutes to Active Zone Minutes. Active Zone Minutes take into account your fitness level when working out the zones start and many of us have found that it's harder to get minutes tracked. There's a good help file that covers the differences between the two calculations in some detail: https://help.fitbit.com/articles/en_US/Help_article/1379.htm
