I have three Fitbit Charge 5 bands. I bought one, but Fitbit replaced it for me because of battery issues. The replacement also had battery problems, so they replaced that one too. Unfortunately, the third device still had battery issues. Since they couldn’t replace it a third time, they gave me a discount code to buy another one.
The problem is, I couldn’t use the code because I’m not in America. Why would they issue a code that I can’t redeem? I’ve always purchased the latest Fitbit bands to stay up to date, but this treatment feels unfair especially from a brand I admire.

My suggestion is that you contact technical support again and report that you haven't been able to change the code so they can advise you on how to proceed, as they have the most appropriate resources to help you more thoroughly.
