The sensor does not blink anymore but stays on all the time. It also does not register any heartbeat and sleep anymore. I have already restarted... anyone?

It looks you can solve it by going in the settings, deactivate and reactive the cardiac frequency app

Sad to hear that you're having issues with your Charge 5. If what @Carmela67 suggested didn't work for you, please repeat restarting your device as a certain timing pattern is required to do so closely following these instructions:
1.) Connect your Charge 5 to the charging cable which has to be connected to a power source.
2.) Press the button located on the USB plug of the charger 3 times within 8 seconds(!), holding each press for about 1 second(!).
3.) Wait around 10 seconds until the Fitbit logo appears.
If this doesn't work for you I'd suggest contacting Fitbit support to get further assistance as your device should be covered by Fitbit's warranty:
