I have the same issue just today, but now it’s not even tracking steps. It has been on the charger for several hours. I’ve done the forced restart many times, the logo flashes once, then nothing.

I appreciate all the information that you've shared about this inconvenience with your Charge 5 and that you already tried the restart procedure.
In addition to the three pulse restart procedure using the charging cable, please follow the instructions in this article in case the problem is related to the battery.
