My Charge 5 is only 2 weeks old and charges at a rate of about 5% per hour, also as soon as I remove it from the charger it kills itself back to 0%. This started a couple days ago after I went swimming with it at like 80% battery on Monday then Tuesday morning I noticed the watch was dead. I can't even wear it because it dies instantly as soon as I remove it from the charger or press the button on the USB cable to restart it. What can I do to fix?

Sad to hear you're having issues with your Charge 5. Although you've mentioned already having tried to get things fixed by restarting your device I'd suggest doing so again as it sometimes requires several attempts. Before doing so you should make sure you've synced your device to not lose any data tracked so far. Next please closely follow these instructions as timing is crucial for this procedure:
1.) Connect your Charge 5 to the charging cable which has to be connected to a power source.
2.) Press the button located on the flat end of the charging cable 3 times within 8 seconds(!), holding each press for about 1 second(!).
3.) Wait around 10 seconds until the Fitbit logo appears on your device's display.
