My new charge 5 is not tracking steps on the right day and time, making it impossible to work towards goals. Also the touch screen rarely works. Any thoughts on how to fix? And yep, I'm going n the latest firmware, 3.51 I believe

This is a bit of a strange question, but is your location set to the right place? If it's set to a different time zone, that could throw things off-balance.
The touchscreen problem sounds a bit worrying. Have you tried restarting your Fitbit? That can work sometimes. Scroll down from the Clock Face until you get to Settings, tap then scroll up until you get to Restart Device. Tap. Then see how your screen is. If it's not working, please come back and tell us and describe exactly what happens and someone should be able to give you advice.
