Before considering other options, could you please provide a few extra details? Let me know if you notice any difference in the vibration between the notifications from calls, text messages or third party apps. In the meantime, you can try restarting the device to confirm if you see any changes.

It only vibrates twice for calls then stops , but the alarm works well
I have tried restarting and even clearing user data

The vibration motor sounds so bad

I was able to check the two vibrations (for calls) are an intended functionality of Fitbit devices and at the time, there is no way to personalize that specific behavior.
The reason is because if it vibrates more than twice, this causes the battery to drain quicker. However, I do recommend that you vote for this idea posted in the Feature Suggestion board of the Community: Customizable vibration length and patterns for notifications. This is always helpful for the team of developers to continue to track popularity and demand over time.
However, if you feel the vibration motor is not sounding or working properly and you already tried the steps suggested earlier, I recommend that you get in touch with the Customer Support team for further assistance with this. Can't agree with the only vibrate twice answer to save battery .My cheap £20 smart watch i had before the ch 5 used to keep vibrating till I answered the call .And I only had to charge it about every 4 days.
