I was having syncing issues earlier this week. All the typical troubleshooting wasn't working for me. What finally worked for me was clearing the storage for the Fitbit app on my phone, followed by Force Stop. I also restarted my device, for good measure. Since clearing the Fitbit app storage basically removes one's data, I had to log back into the app. When I logged back in, the app repopulated with my data and I was able to sync.
Although this might not work in your case, it might be worth a try.
