Charge5 EKG App does not start and cannot be deinstalled

As said above. I cannot start the EKG App within the Fitbit App . Neither can I deinstall it, which is recommended here as the first step towards repairing this. When trying to deinstall there is shown "installation gone wrong" (Installation fehlgeschlagen).
