Hexa Progress

I just got a Charge 5 and have been using Hexa as the watch face. On the Steps screen, the progress on the left doesn't seem to line up with the numerical progress I have made.

 

For example, I have taken 4,000+ steps today out of my step goal of 10,000. However, the Hexes show only 2/8 are full. Is this working as intended? Doesn't seem particularly intuitive.
