After I reach 10,000 steps in a day and get the initial notification, I continue to get random 10,000 step notifications through the rest of the day... It is not one of the other notifications (step goal for the hour, or active zone) as it shows the 10,000 steps. I've tried resetting the Fitbit and re-pairing it, but it keeps happening.
