I have exercised twice this week and my fitbit charge 5 has not recorded it. It records steps. It hasnt recorded my outings. And yes, I have them set for minimum ten minutes. I have been out at least 20.

Why???

Fitbit’s “smarttrack” (the auto recognized feature) works well when it works, but it can be a little hit and miss.  If recording your exercises (not just your steps) is very important to you, then I would suggest manually recording your outings using the exercise app on your Fitbit.  Doing that will also give you somewhat more accurate HR readings as when exercise mode is turned on your heart rate is sampled and averaged more frequently.

Most usual reason for auto recognition of exercise failing is if you pause, or significantly slow down during several points of your activity so that the auto recognition never kicks off.
