Does the charge 6 measure HR when swimming? I’ve never seen my HR or get active minutes when I swim with the charge 6. Is this an issue or does it not track HR during swim workouts?

I'm glad to explain the behavior your Charge 6 presents in regards de heart rate tracking during a swimming activity.
I need to point out that heart-rate tracking is disabled during your swim workout. Water causes some refraction/reflexion changes of the light when summerged underneath or exposed to it.
To determine your heart rate, the optical heart-rate sensor in your Fitbit device flashes its green LEDs many times per second and uses light-sensitive photodiodes to detect these volume changes in the capillaries above your wrist. Then your device calculates how many times your heart beats per minute (bpm).

I have always been able to check my heart rate during water aerobics ( water lock on), but the last few times, it automatically goes to "eliptical". I can't stop it, and it doesn't show heart rate. I have had a couple of strokes so it's important that I keep my heart rate in check. I tried resetting the fitbit, and also put elliptical setting on not automatic, but it's still doing it.

My solution to this has been to let the watch auto detect the exercise and then it will track the heart rate, zones etc. I've had one or two occasions where the water running across the watch face will trigger the watch to randomly start an activity or try to do an EDA scan, but for the most part it works.
