My Charge 6 won't vibrate for notifications, calls, timers, alarms. I've restarted it several times and nothing seems to work. It's not in sleep or do not disturb modes. I don't believe it's a phone issue due to the timer and alarm not working.

Oops, my bad! 'Vibration and Audio' is what those settings are called on other models like the Versa 4 and Sense 2.
Anyway, since your Charge 6's vibrations are still not working correctly, let's try a factory reset and set it up again your Charge 6.
