My overall Estimated Oxygen Variation is reported by Fitbit as being "low", but the estimated oxygen variation graph show some spikes going into the "high" range. The Fitbit help articles says that frequent spikes should be discussed with my health care provider. I'm assuming the fact that Fitbit says my Estimated Oxygen Variation is "low" means the spikes on the graph are not frequent enough to be a concern. Is this correct?

Hello @Jim5371
That's the way that I interpret it - the estimation is Low since the majority of the readings are below the top range.
I also get occasional spikes in my O2 variation during my sleep. As best as I can tell, the spikes usually occur when I've woken up, like to use the bathroom.
