SpO2 Region not available while traveling

Traveling in Uzbekistan and noticed I have not had data in SpO2.  When I sync app it says Feature not available. 

My home region is USA with software updated right before my trip.  Why would travel affect the ability of my USA-based app and Charge 6 not have collected SpO2 data?

@KatherineNY   Mobile phones don’t have static IP addresses.  They are dynamic and will change depending on your location.  Fitbit determines your location based on your IP address, currently in Uzbekistan.

features availability?

@KatherineNY   Your IP address has geolocation.  Feature availability is based on your phone's location, not your account location.
