I understand why a firm double tap is required to take the Fitbit off of Water Lock, but why is a firm double tap also required to enable Water Lock?

Welcome back to the Fitbit community, @TubOfLard!
Water may interfere with a touch display by triggering unintentional taps. Thus the water lock function disables the touch function and uses the acceleration sensor instead.

@TubOfLard I was wondering why to tap at all to enable the lock (which is something to be done when tracker is still dry). Fitbit thinking is... different 😁
