I've had a Charge 5 (well, 6 of them to be precise, because they kept failing) for the past 20-odd months and now, to avoid getting stuck without a watch again, decided to purchase the Charge 6.
I learnt the hard way that you cant have more than 1 of the same model connected as your devices at the same time (e.g. can not have two Charge 5 on one account) BUT, you can have a different model, so when I upgraded from the Charge 2 (still working) to the Charge 5, I could keep both connected (that was a lifesaver when waiting for the replacements .... 5 TIMES!!!! )
So, why can I not add Charge 6 to my account? Instead, I am forced to 'REPLACE' the Charge 5 when going through the setup procedure.
I kind of get the feeling that the Charge 6 is really a 'fixed' Charge 5, to address all the quality issues rather than it being a generationally new device, more like a Charge 5.1
Is there any other explanation for this?

You can't connect multiple devices that use the Fitbit Gallery to one account. For Fitbit Charge series, Fitbit Inspire series, Fitbit Luxe, Fitbit Sense series, Fitbit Versa series, and Google Pixel Watch series, only connect one of these devices to your account at a time.
